IDEAS (WARNING:  some of these "ideas" are loaded with jargon intended for different/respective audiences.)

CLC RADIO

Special Events:

    MONDAY NIGHT LAIR-BALL (aka Monday Night Football in Lancer's Lair on the HUGE HDTV screens)

        We would be selling popcorn (freshly made or in bags - whichever is cheaper for us!), "bar" pretzels, and Triscuits in multi-flavors! 

        IF more than 10 FOOT-BALLERS show up, we would order pizza and sell each slice for a dollar!  (CLC Radio's "cost" of 2-for-3 deal available at Mike's, Pat's, or Phil's Pizza) OR "Mexican" from that newer place with the stuff that ENLACE used on a Wednesday night in a C-wing event back in Fall 2008.

        Possibly hand out NERF-BALLS that could have printed on them, "CLC Radio, NERF-BALLIN' it for YOU!  Or some other MacGuffin-like slogan.

        Staffing would start out as CLC Radio already volunteer staff (as "part of our extra duties as assigned"), DJ volunteers, student workers not having enough hours scheduled, A PT-Temp or -Perm CLC staffer, faculty or staff volunteers?

        This idea does not necessarily have to "be married to" CLC Radio as a revenue enhancer.  We could arrange it as a co-sponsored event, where CLC Radio with a different club each Monday (rooting for their "favorite" team?) could share in the revenue gain - when applicable?  Monies assigned to CLC Radio would be donated to the Keith Ryan Media Scholarship or similar as well as some CLC Radio revenue (as of F2009, not required)


Film documentaries of the Arts:

    The place would either be in the Film Room at the University Center (easier to book at shorter notice) OR in the C-wing Auditorium OR in the D-100 Film Screening Room.  Watch for dates & times upcoming!  Some films we are planning to show:

Why could we get an FCC educational Broadcast License?

Really? Since when?

Actually, no college - since Spring of 2006 - can apply for an FCC Educational Broadcast License (the kind that starts at 150watts and can go up from there; not the type you will find in Round Lake, IL, called WRLR-LPFM, that is at or BELOW 100watts - it is called Low Power FM and is ONLY available to Religious organizations or community or governmental groups.  ONLY.)

OK, but, let's dream that the FCC re-opens the application window process for a College's (or High school's; a college's application competition) applying:  Well, that is a 30 step process that shouldn't take more than 6 months, from Board of Trustee deliberation to sending the filled application online (the ONLY method available as of Spring 2008 for Broadcast Permit application submissions) to the FCC.

The main criteria required of applicant's is that they must prove that the license will be maintained MAINLY for educational purposes and NOT be in competition with area commercial stations - specifically NOT teaching classes over the air (not allowed) - by generally educating the college audience (or stakeholders, if you prefer that buzzword):

1.  US Supreme Court May, 2007 decision (overturning Illinois Supreme Court decision from IL vs. Governor State Univ. of April 2006) giving unfettered (non-approved - iow, no administrative nor employee controls as to any produced content, but may control the proper use of equipment when applied according to BROADCAST INDUSTRY STANDARDS; when physical access is disallowed, other means may be procured by student producers to continue broadcasting by other or remote means) - 1st amendment publishing rights are afforded ALL Student Produced Media and students producing; including but not limited to: News (in print, audio, video, or online), Radio (including, but not limited to music, sports, news, talk, plays (written solely by students, and not already published for the stage) interviews, opinion, news analysis, etc.), TV, Websites/pages, Blogs (already under previous protections covering 15-year-old and older bloggers), or any other information delivery system not yet invented nor thought of.

2. Serving the broadcast area to fill gaps and any voids of what commercial stations may not be providing - usually genres of music such as new or independent artists, jazz, classical, blues, Americana, etc.

If a license applied for comes up against another application, a point system is used based on the ORIGINAL APPLICATION (iow, you can't have a "do-over") of each competing party to determine which party is most deserving of being granted a license - this means that an narrative plea from a High school may indeed be better worded or phrased than a college's!

Can NPR or PRI "Save the day" ?

Well, National Public Radio or Public Radio International (or even Public Media International) have - especially since the application windows for colleges were closed - been courting COLLEGE'S in hopes of "revitalizing perhaps already antiquated or neglected equipment previously owned or used by a college" in order to "help them get their station back on their feet" - they offer at least one million dollars to build anew a station facility - even if one already exists (tax dollar waste?), and insist on leasing the college property for that same privilege.  But, whenever asked or pressed as to how would "students be involved", the answer has ALWAYS been along the lines of,  "oh, well we can offer them internships, but not on-air slots - let's just leave that to the professionals and the syndicated shows".  NPR/PRI ONLY go after schools in areas where little or zero PRI/NPR stations can be heard - this of course would eliminate College of Lake County from ever being approached, as being able to receive either in Grayslake is not an issue.  As well, NPR or PRI would not ever want to hear from CLC in the other direction (as in "wouldn't you like to transmit here, NPR or PRI?" - a dream that would never come true.)

So playing ONLY mainstream music to bring in patrons to a poorly run cafeteria in a basement with no windows at times of the day or evening when students that would listen ONLY to mainstream music (++) are either in class or at home or work or studying in the library, is a waste of time, money, food, energy, ideas, youth, and won't impress anyone at the FCC.

++ and if you ask them, they usually say "almost anything except country" and also is quite rare when you just look at the demographs of The Drive, Q101, B-96, etc - VARIETY is KEY, not "Mainstream" nor sameness.  Sameness and Pop is for High school, and if CLC really wants to show New Students that CLC is NOT a big high school,, than it needs to stay grown up and provide grown up ideas and adult opportunities to students in media production and delivery - and that does not mean ONLY NPR or PRI Talk shows, either!  But, emulating NPR or PRI in some of it's content delivery methods is not a bad idea, it's just that it shouldn't be the ONLY idea.
